Well I'm no expert but on Paint BBS Oekaki you take the tone tool of any capacity you like then with a one pixel solid brush start doodling anything that comes to mind and zoom into the spot very closely so you can get in much detail in a small space. Hope this helps and thanks again OwO -3-
